Certificate of Need

A Certificate of Need (CON) is a certificate issued by a governmental body to an individual or organization proposing to construct or modify a health facility, acquire major medical equipment, modify a health facility, or offer a new or different healthcare service. Such issuance recognizes that a facility or service, when available, will meet the needs of those for whom it is intended. CON is intended to control expansion of healthcare facilities and services by preventing excessive or duplicative development of healthcare facilities and services.

Most states require the submission of a certificate of need application to provide supporting evidence that the proposed healthcare service, medical equipment, or renovation is a necessary project. When completed, a certificate of need application can range from 50 pages to well over 1,000 pages. DANES PLANNING’s President, David Legarth, has prepared 140 certificate of need applications and has personally prepared 105 of those certificate of need applications since 2002.
